PRESIDENT BUHARI BEGINS TRANSITION TO SECOND TERM

Three weeks after securing his second term in a disputed election, President Muhammadu Buhari has constituted a 15-member committee to audit the policies, programmes and projects of his administration as his first term in office comes to an end in 11 weeks.

In a statement signed by the Permanent Secretary (General Services) in the Office of the Secretary to the Government of the Federation (SGF), Olusegun Adekunle, the Committee will be chaired by Vice President Yemi Osinbajo. Members include the Chief of Staff to the President, Head of Civil Service of the Federation and the Ministers of Budget and National Planning, Finance, Power, Works & Housing Transportation and Water Resources. Others are the Attorney General and Minister of Justice and the Minister of Industry, Trade and Investment, Minister of Agriculture and Rural Development, Governor Central Bank of Nigeria, National Security Adviser, Permanent Secretary, Cabinet Affairs Office and the Deputy Chief of Staff to the President as Member Secretary.

The Committee to be inaugurated by the Vice President on Friday has five Terms of Reference including to “Prepare and produce a detailed working document that would guide the incoming Cabinet Members on the direction of Government regarding policies, programmes and projects”. The date for submission of its report is expected to be announced during the Committee’s inauguration.

The President has also approved the constitution of the 2019 Inter-Ministerial Presidential Inauguration Committee with 
Secretary to the Government of the Federation as Chairman. The 16-member Committee is to among others “plan, organise and execute all approved activities for the 2019 Presidential Inauguration”.

The members include the Ministers of Information and Culture, Interior, Foreign Affairs, Federal Capital Territory, Defence, Health, Education and Minister of State Aviation. Others are the National Chairman All Progressives Congress (APC), Acting Inspector General of Police, Director General Department of State Service, Commander Brigade of Guards and the Permanent Secretaries State House, General Services Office and the Political & Economic Affairs Office.

It is not clear why the membership of this Committee which will be inaugurated by the SGF Boss Mustapha on Thursday does not include many politicians especially members of the ruling APC. This may however be addressed with the waiver granted the Committee to “Co-opt any organisation(s) person(s) relevant towards the successful execution of the programme”.

President Buhari and his vice will be inaugurated for a second term on Wednesday, May 29, 2019. The day will however no longer be observed as Democracy Day as has been the practice since 1999. The country’s new Democracy Day beginning this year is June 12 in honour of the acclaimed winner of the annulled 1993 presidential election.
